The GOP-led walkout of the Democrat-dominated Senate has stretched to 10 days, though some participating lawmakers have rotated in and out since the boycott began May 3. Each of the three affected senators accumulated 10 unexcused absences, making them ineligible to serve in the Legislature for the period after their terms expire under a ballot measure voters passed overwhelmingly last year.

Study: Indonesias extensive network of marine reserves are poorly managed "IndyWatch Feed Niugini"

JAKARTA Indonesia has put nearly a tenth of its national waters, the sixth-largest maritime jurisdiction of any country, under some form of protection. But poor management means these protected areas havent been to achieve their biodiversity conservation goals, a new study says. Indonesias 411 marine protected areas parks, reserves and maritime conservation areas cover a combined surface area of 284,100 square kilometers (109,700 square miles), an area larger than the U.K. For all their size, these MPAs account for less than 9% of Indonesias waters; the country is targeting to expand that coverage to 10% by 2030 and then 30% by 2045 as part of its contribution to the global 30 by 30 conservation goal, which aims to protect 30% of the worlds land and seas by 2030. Despite these lofty goals, none of the existing MPAs has demonstrated effective or sustainable management based on the governments own standards, researchers have found. In addition, the countrys expansion of the MPA network isnt proceeding fast enough to meet the 30% goal by 2045, the researchers wrote in a recently published study in the journal Biological Conservation. Research proved that MPA is one of the most effective tools for fishery management, lead author Lusita Meilana, a postdoctoral researcher at Chinas Xiamen University, told Mongabay in an email. Challenges for TB prevention and control in PNG "IndyWatch Feed Pacific"

Despite the availability of preventive tuberculosis (TB) medications, TB remains a critical public health challenge in Papua New Guinea. Although PNG is no longer one of the 30 countries with a high TB/HIV burden identified by WHO, a high burden of TB and multidrug-resistant TB remains. In 2011, the Department of Health introduced the National Tuberculosis Management Protocol (NTBMP), including TB infection prevention control (TB IPC) guidelines as a critical strategy to manage the high TB burden in the country. These TB IPC guidelines aim to interrupt the TB transmission cycle in healthcare institutions and prevent spread into the community. Though the guidelines have been promoted in the PNG health sector as a policy for over a decade, little information about the implementation of this policy is available to inform policymakers, health managers, and clinicians.

Research indicates that health facilities implementing optimum TB-IPC guidelines have effectively prevented TB transmission among susceptible individuals. For example, one successful strategy that highlights the efficacy of a TB IPC program in healthcare institutions was the implementation of a cough officer screening (COS) system in a hospital in Taiwan. This technique is an administrative control measure that trains nurses to promptly detect patients and guardians with coughs, and alert physicians. Through the operationalisation of the COS system, 184 from a total of 7998 (2.3%) cough patients were diagnosed with TB by the consulting physicians and were started on correct TB medications. This research suggests that without the COS system, these patients would have remained undiagnosed, endangering the lives of healthcare workers (HCWs), patients and guardians, and others in the broader community.

Despite the effectiveness of TB IPC, its implementation still needs to be improved in many healthcare institutions globally, particularly in low-income countries such as PNG. Our recent evaluation of the TB IPC guideline in district hospitals in the Highlands and Momase regions using the WHO Infection Prevention Control Assessment Framework (IPCAF) reveals that about 80% of the district hospitals in the study sample have either an inadequate or only basic level of TB IPC practice. This finding is consistent with studies in the Highlands region from a decade ago....

From Bayanihan to Talkoot: Communal work practices from around the world "IndyWatch Feed Economics"

For all of human history, societies have depended on communal work to sustain themselves into the (often unpredictable) future. However, at a certain point, that all changed. Market forces took over, and communal projects ceased to have the same significance. The individual took precedence over the community, and large public works became the purview of burgeoning states. 

The classic North American example of such communal work projects is the Amish tradition of barn-raising, wherein the community gathers to help a neighbor erect their barn without remuneration or any expectation of reciprocity because, as well see, these acts of generosity benefited everyone, not just the barn owner.

Most communal practices have unfortunately faded into obscurity as societies became more atomized, individualistic, and profit-driven. Only a handful of cultures are keeping these traditions alive, albeit in a variety of contexts.

New Zealands Record High Military Spending Will Please Its Dangerous Ally But Increase the Risk of Nuclear War "IndyWatch Feed Niugini"

A New Zealand peace network says the budgets record military spending will please our most dangerous ally the United States but dramatically increase the risk of propelling us into a nuclear war.

World BEYOND War spokesman and former Disarmament Minister, the Hon. Matt Robson, says the dramatically increased military spending a record $6.6 Billion is not driven by any real security needs but rather that Prime Ministers Ardern and Hipkins signed up to the containment policies of nuclear armed NATO (North Atlantic Treaty Organisation).

The steady increases over the last five years, and the planned future big ticket items to make New Zealand interoperable with NATO, are  justified by the lie that New Zealand is threatened by China and Russia, he says.

The real security threat is New Zealand having a dangerous ally in US- led NATO, which is increasing its  bases and  concentrating its military might on Chinas doorstep, says Mr Robson.

As an Asian partner, along with big military spenders Japan, Australia  and South Korea the price tag of interoperability with  NATO is to continually increase military spending, he says.

Our biggest trading partner China has but two military bases outside of its territory, while the US and its NATO allies have them globally with almost 500, and expanding, in the Pacific.

The US is now seeking to add Papua New Guinea to that list. That tells you which country  is driving militarisation of the Pacific our most dangerous ally, the US, says Mr Robson.

World BEYOND Wars Vice President Liz Remmerswaal says this spending takes away from New Zealands social and economic needs at a time when people are hurting.

We are dealing with the effects of a global pandemic as well as cyclone damage and a climate crises, she says.

New Zealands social and economic development, the basis of our actual security, require cooperation with China on multiple levels, including climate change and development strategies with and for our Pacific neighbours, and this should be our focus, says Mrs Remmerswaal.

Our security is not served by going deeper into the nuclear arms of NATO and being at war with China and Russia.

Fiji Prime Minister Sitiveni Rabuka arrives in PNG "IndyWatch Feed Niugini"

 Fiji Prime Minister Sitiveni Rabuka has arrived in Papua New Guinea and paid a courtesy call to the Government House.

He was welcomed by the Governor General His Excellency Sir Bob Dadae and a traditional Fiji Ceremony by the Fijian Community in Port Moresby.

Mr Rabuka is the first Prime Minister to arrive for the Pacific Leaders Summit, ahead of Indian Prime Minister Narendra Modi, New Zealand Prime Minister Chris Hipkins. They will be joined by other Pacific islands leaders in the coming days.

PM  Rabuka acknowledged His Excellency Grand Chief Sir Bob Dadae for welcoming him and his delegation to the Government House.

According to statement released by the Fiji government,  Prime Minister Honourable Sitiveni Rabuka is leading a government delegation to Papua New Guinea (PNG) today (18 May) to join other regional leaders at the 3rd Forum for India-Pacific Islands Cooperation (FIPIC).

This  also be Hon. Rabuka's first official visit to the worlds third largest island country.

At the invitation of the Prime Minister of India Honourable Shri Narendra Modi, the forum will be an opportunity for Hon. Rabuka to meet with his Indian counterpart to discuss issues of common interest.

Prime Minister Rabuka said he is "looking forward to meeting Hon. Modi at the forum to advance discussions on regional cooperation and the bilateral relations between Fiji and India".

The first FIPIC was held in Fiji in 2015 while the second one took place in Jaipur, India in 2016.

After the FIPIC,  the Pacific leaders will also meet with a high-level delegation from the United States of America where they will discuss key thematic areas of cooperation and challenges critical to the region and the U.S.

Some of these challenges include combating climate change, protecting our maritime resources, and advancing resilient and inclusive economic growth.

Menggunakan bantuan google, saya mencoba mencari Bukit Langkanei dan Sino yang terletak antara Desa Tumbang Mantuhe dan Desa Tumbang Samu, Kecamatan Manuhing Raya, Kabupaten Gunung Mas, Kalimantan Tengah.

Kakek Google menanyakan: Mungkin yang kau maksud adalah Bukit Langkawi, sedangkan tentang Bukit Sino, ia tidak mengatakan apa pun. Artinya Google tidak menyediakan apa saja yang kita cari. Apalagi Bukit Sino dan Langkanei hanyalah dua buah ketinggian kecil yang kemudian dibelah menjadi sebuah jalan tanah. Di kiri kanan, nampak tanah merah yang keras. Tepat di sampingnya, terdapat sebuah sungai kecil yang mengalir di lembah dua ketinggian ini. Sementara jalan tanah dengan kemiringan kurang-lebih 60-70 derajat tidak mempunyai pagar dalam bentuk apa pun juga sehingga kalau pengguna jalan yang berkendaraan jatuh, bukan tidak mungkin mereka bersama kendaraannya akan terguling-guling masuk sungai di dasar lembah.

Sampai hari ini, sudah kurang-lebih enam tahun saya bekerja di daerah perdesaan Kecamatan Manuhing Raya. Selama itu pula saya bolak-balik melalui tanjakan terjal Bukit Sino dan Langkanei ini.

Tahun-tahun pertama, ketika menuju Tumbang Mantuhe dari Palangka Raya, kendaraan roda empat kami sering harus didorong atau ditarik oleh kendaraan lain karena terperangkap lumpur dalam sepaha yang dalam bahasa Dayak Ngaju disebut tapatak. Oleh sebab itu saban pergi ke desa, kami selalu membawa tali besar sebesar lengan kanak-kanak atau sebesar tali pengikat kapal atau kapal penyeberang. Tali ini memperlihatkan efektivitas perannya pada saat kami tapatak.

Saban tapatak, teman-teman seperjalanan, selalu mengganggu saya dengan pertanyaan canda: Apa yang kau cari, Kusni, usia sudah lanjut masih saja memilih hidup tak nyaman, masih berkubang lumpur dan berkuyup-kuyup dalam hujan, terbakar dipanggang terik matahari?

Dengan suara seperti bicara pada diri sendiri, seloroh itu selalu saya jawab: Dayak itu dikutuk jadi petarung. Jangan sebut diri Dayak kalau berhenti bertarung dan minta pensiun. Jawaban ini kemudian senantiasa dijawab dengan gelak-bahak.

Canda adalah salah satu cara kami saling menghibur, saling mendorong, menjaga pilihan dalam hidup yang singkat. Hujan dan lumpur merupakan salah satu penguji ketetapan hati kami pada pilihan: Ikut serta memberdayakan masyarakat perdesaan. 40 Mirage 2000-9 fighter jets for Ukraine Intelligence Online "IndyWatch Feed War"

According to the French online portal Intelligence Online [IO], Ukraine hopes to receive at least 40 Mirage 2000-9 fighters. The IOs own investigation leads to possible suppliers, among which the names of the United Arab Emirates [UAE], Indonesia, and Greece stand out.

After a long negotiation process that has burdened arms brokers working for Kyiv for several weeks, Ukraine hopes to receive around forty Mirage jets. Intelligence Online investigates the origin of these devices, say IO editors. The first tranche will most likely be fulfilled by the UAE, the French publication also says.

Claims and statements

Just a few days ago, BulgarianMilitary.com reported that Ukrainian pilots are being trained to operate the French Dassault Mirage 2000 fighter jets. According to our sources, the training has already been taking place for a month and a half. Our information also refers to a source in the renowned French publication Le Figaro, which published the same information. According to Le Figaro, training takes place at Mont de Marsan and Nancy air bases.

However, sources claim that the decision to train the Ukrainian pilots was made shortly before the official visit of Ukrainian President Mr. Volodymyr Zelensky to France on February 8.

A day later, official Paris was quick to deny the news that Ukrainian pilots were being trained to fly the Mirage 2000. The Ministry of Defense of Ukraine did the same. The Ministry of Defense of France, through General Jan Gravet, Deputy Minister of Defense Information and Communications, said that we do not teach Ukrainian pilots either piloting or the use of weapons systems.

Stories From The Deep: Indonesias Experimental U-Boat Midget Subs "IndyWatch Feed War"

Military enthusiasts are always on the hunt for new captivating war stories. Mark Felton has already done a great job in bringing a great number of elusive war stories to the attention of a worldwide audience, and yet more stories lay hidden in dusty archives or elusive photographs, waiting to one day be uncovered. One such story details the design and construction of Midget U-Boats by a German submariner - working together with Indonesian freedom fighters that had served in the Dutch Navy - on the island of Java in 1947. [1] Though one of the contraptions sank during its first sea trial, their design and construction by a German submariner (rather than an actual designer) in a steel factory with no professional tools means was nonetheless an impressive feat.

The German submariner had been part of the Gruppe Monsun, a force of German (and Italian) U-boats that operated in the Pacific and Indian Oceans during the Second World War. Operating from bases in Japanese-controlled Malaysia, Singapore and Indonesia (then still the Dutch East Indies), this area of operations was the only place where German and Japanese (and Italian) forces actually fought in the same theatre. After Germany's surrender on the 8th of May 1945, the four German submarines and two Italian submarines that had remained present were taken over by the Japanese, with their crews interned in Indonesia or used to operate the now Japanese-controlled submarines.
 
Interestingly, the two Italian submarines Luigi Torelli and Comandante Cappellini had already been captured by Japan once before. This occurred after Italy's surrender in September 1943.
