Bougainvilleans who have voted for a separate independence from mainland Papua New Guinea, can have some comfort in knowing that the National Parliament has been asked to only endorse their overwhelming result from the 2019 Referendum, and not to host another vote on the issue.
This clarification has been highlighted by Clerk of the House of Bougainville Representatives, Robert Tapi, in an ABG radio awareness program on NBC Bougainville recently.
There have been fears that the National Parliament might host another vote within its 118 members on whether or not Bougainville should be independent.
The issue of clearly defining what Ratification is and should be, has been a concern among both the National Government and the Autonomous Bougainville Government and technical officials from both sides working the Post Referendum process since.
However, it can be safely assumed that the issue has now been put to rest, following a critical meeting between officials of the National Parliament and the House of Representatives in April in Lae.
Speaking on the ABG radio awareness program, Clerk Robert Tapi, revealed through advice from the Bougainville Independence Mission and Justice Minister and Attorney General Ezekiel Masatt, that Ratification has been defined and agreed to be only an endorsement and nothing more. Ends/////

In the meantime, another crucial agenda discussed during the inter-parliamentary workshop between the National Parliament and the Bougainville House of Representatives clerks and their officials, include the mode, process or procedure by which the Referendum results will be brought before the National Parliament for Ratification.
Parliament is operated by Standing Orders, which are rules on how matters are brought before the House to deliberate on.
However, there is NO standing orders available to deal with the issue of a Referendum result, given the 2019 Bougainville Referendum on Independence is and was the first-ever, such event conducted in the country.
The only Standing Orders relating to Ratification is that of Treaties, which is only between sovereign nations, and to which cannot include Bougainville, since it is still an autonomous region of Papua New Guinea.
House of Representatives Clerks, Robert Tapi, clarified that given the absence of such a Standing Order to deal with the Referendum Results, the two parliaments have agreed on a motion, precisely labeled as a Sessional Order, which will be used to table the Referendum Results and subsequent documents before the National Parliament.
Mr Tapi explains that this Sessional Order has been given to the National Parliament Speaker, Job Pomat, who will be the first to introduce into Parliament for the House to agree on and endorse before it can be employ to table the Referendum results.
Given there will NOT be any additional vote by the National Parliament to ratify the Referendum Results, the House will still have to decide on the issue, and that would mean numbers to enable the National Legislature to accept and endorse the outcome of Bougainvilles wish for independence.
Robert Tapi clarified that an initial suggestion by this national parliament counterpart.
Kala Aufa and his team that there should be a two-thirds majority to endorse the result was brushed aside, and it was agreed that only a simple majority of the National Parliament can be endorsing the Referendum outcome. Ends////

JAKARTA The Indonesian governments decision to revoke hundreds of logging, plantation and mining permits across the country is marred with irregularities including companies continuing to operate or engage in conflicts with Indigenous and local communities, according to a new report. Furthermore, theres lack of clarity on how the permit revocations are carried out, prompting questions such as what will happen once the permits are rescinded, according to the report by Indonesias largest environmental NGO, WALHI. The report looked at a dozen companies whose permits were either revoked or are under investigation for potential rescinding by the government in the future. The report found at least four companies continued to operate even after their licenses were  identified as rescinded. These companies are logging company PT Nusa Pala Nirwana (NPN) in North Maluku and palm oil companies PT Permata Nusa Mandiri (PNM) in Papua as well as PT Banyan Tumbuh Lestari (BTL) and PT Inti Global Laksana (IGL) in Gorontalo. All four companies are on the list of nearly 200 corporate entities targeted in a mass cancellation of permits in January 2022. President Joko Widodo announced the mass revocations in early 2022 on the basis that the companies that were awarded the concessions were deemed to be moving too slowly in exploiting natural resources. The affected concessions include environment ministry permits for 192 logging, plantation, mining and ecotourism operations totaling 3.13 million hectares (7.73 million acres); 36 land ministry permits for plantations (34,448 ha, or 85,123 acres); and 2,343 energy ministry permits for mines.This article was originally published on Mongabay

Economy secure despite global turmoil, so time for a bold initiative

Australias national accounts for March show the economy is soundly managed and set for the next phase, as Alan Austin reports.

THESE ARE DIFFICULT TIMES for treasurers and finance ministers worldwide. Fortunately for Australians, the Albanese Government is proving to be up to the challenge.

Australia's economy grew by 0.23% in the March quarter, registering an annual GDP growth of 2.27%. Thats according to the national accounts released by the Australian Bureau of Statistics last week.

Private investment rose 1.4%, but housing investment fell by 2.0%. The household saving ratio fell to 3.7%, the lowest since the Global Financial Crisis in 2008. Productivity slumped again to just 97.8 index points, back where we were in December 2019, pre-pandemic.

These are the weakest outcomes since the COVID lockdowns. Local contributing factors include low disposable income following years of wage suppression, rising interest payments on mortgages, bracket creep lifting effective tax rates on families and a lethargic corporate sector. External factors are also detrimental.

Grim global conditions

The self-styled provisional government of the United Liberation Movement of West Papua
with the people of the Melanesian region have declared political support for full West Papuan membership of the Melanesian Spearhead Group (MSG).

In a statement issued in the Vanuatu capital of Port Vila after a meeting of thew ULMWP executive in Jayapura last Sunday, West Papua Council chair Buchtar Tabuni said full membership of the MSG would be a sign of victory for the Papuan nation seeking to become independent from Indonesia.

[West Papua] membership in the MSG is our safety [net]. The MSG is one of the UN [recognised] agencies in the Melanesian sub-region, as well as the PIF [Pacific Islands Forum] and others, he said.

For this reason, West Papuas full membership in the MSG will later be a sign of
safety for the Papuan people to become independent.

The declaration of support was attended by executive, legislative and judiciary leaders who expressed their backing for full MSG membership status for the ULMWP in the MSG by signing the text.

Representing the executive, Reverend Edison K. Waromi declared in a speech: Our agenda today [is] how to consolidate totality for full membership [ULMWP at MSG].

Lets work hand in hand to follow up on President Benny Wendas instructions to focus on lobbying and consolidating totality towards full membership of the MSG.

Bargaining position
This was how he ULMWP could raise our bargaining political position through sub-regional, regional and international diplomacy to gain self-determination.

Judicial chair Diaz Gwijangge said that many struggle leaders had died on this land and wherever they were.

Today the struggle is not sporadic . . . the struggle is now being led by educated people who are supported by the people of West Papua, and now it is already at a high level, where we also have relations with other officially independent countries and can sit with them, he said.

Racehorses are among the most finely tuned, exquisitely sensitive creatures on earth. So what happens when you give them all cell phones to wear during a race? They start dropping like well, horses.

That is exactly what started happening this spring at Churchill Downs in Louisville, home of the world-famous Kentucky Derby. Churchill Downs hosts three meets every year during which there are horse races four to five days a week a spring meet lasting all of May and June; a September meet; and a fall meet throughout November. The spring meet this year at the Downs began on April 29 and was to continue until July 3. And beginning on April 29, and in every race on every day thereafter, every horse was fitted with a device they had never worn before. It is a wireless device, shaped like an iPhone, that fits into the cloth underneath the saddle on the horses back. Horses also began wearing these devices this spring during morning workouts.

This STRIDESafe device monitors the horses movements 2,400 times per second throughout the race, sending 2,400 pulses of radio frequency (RF) radiation every second through the body of the horse. It also contains a GPS component that communicates with global positioning satellites. It also communicates with the RFID chip implanted in the left side of every horses neck, ensuring that the chip also emits radiation throughout the race. And because every racehorse wears horseshoes made of aluminum, which is one of the best conductors, the frequencies that are conducted from both the STRIDESafe device and the RFID chip throughout the horses body are absorbed and reradiated by its four shoes. Each horse, then, carries not one but six continuously radiating antennas throughout each race at Churchill Downs. So with 14 horses normally competing in each race, there are 84 antennas among animals in close proximity to one another running around the track.

The US Army will have unfettered access to PNGs territorial waters and airspace following a security cooperation agreement scheduled to be signed on about May 20, Radio New Zealand reported.

According to the radio station, which has a draft document in its possession, under the agreement, which is expected to be signed soon by a senior US administration official, the United States will provide its armed forces unhindered access to the territorial waters and airspace of this Pacific nation. Aircraft, vehicles, and vessels operated by or on behalf of the US Armed Forces shall be free to enter, exit, and move within PNGs territory and territorial waters and shall be exempt from any inspection conducted without the consent of the American authorities.

The text also states that the US military, for whom the document provides full immunity from any claim by the New Guinean authorities, will be given access to all airports and seaports in the country, including the military. These facilities can be used for a variety of activities, including visits by government and military officials, military exercises, maneuvers and transit, as well as refueling, repair and maintenance of aircraft and ships.
