Charging by the mile for gas "IndyWatch Feed Nthamerica"

In the US there is a tax on gasoline and the revenues from that are used to pay for road and bridge repairs and maintenance. But revenues from this tax have not been keeping pace with needs due to Congress not being willing to raise the tax to keep up with inflation coupled with more fuel efficient cars and electric cars on the road, resulting in less consumption of gas. While the latter is a good thing in terms of greenhouse gas emissions, it means that much-needed infrastructure repair is not being done.

One solution that is being proposed is to switch from a gas tax to a mileage tax where people would be charged by the number of miles driven rather that the amount of gas consumed. This requires placing of a tracking device on the car and pilot projects have begun in several states, Oregon being the leader.

The federal government is about to pilot its own such program, funded by $125 million from the infrastructure measure President Joe Biden signed in November 2021.

So far, only three states Oregon, Utah and Virginia are generating revenue from road usage charges, despite the looming threat of an ever-widening gap between states gas tax proceeds and their transportation budgets. Hawaii will soon become the fourth. Without action, the gap could reach $67 billion by 2050 due to fuel efficiency alone, Boston-based CDM Smith estimates.

Doug Shinkle, transportation program director at the nonpartisan National Conference of State Legislatures, predicts that after some 20 years of anticipation, more than a decade of pilot projects and years of voluntary participation, making programs mandatory is the next logical step.

I had one of those mileage device in my car for about six months a few years ago. It came from my insurance company and it was used to determine how many miles I drove on average, as well as how I drove, so as to set my insurance rate based on my actual use. I had to plug it into my cars computer during that time.

There are many advantages to this system. It can be used to more finely tune rates and can be easily changed to meet changing needs and conditions.

[San Jose State Universitys Mineta Transportation Institute] has conducted national surveys every year since 2010 and found growing support for mileage-based fees, special rates for low-income drivers and rates tied to how much pollution a vehicle generates, she said.

It can also be used to control traffic in highly congested areas. For example, some cities like Singapore and London have a congestion charge for the central city that cars have to pay when they enter that region that seems to have been somewhat succe...

HONG KONG-born American singer Coco Lee died at 48 on Wednesday following a suicide attempt that left her in a coma, Lee's two sisters, Carol and Nancy Lee, said in a statement posted on Instagram and Facebook.

Lee died in Queen Mary Hospital in Hong Kong, where she had been living.

"Although, Coco sought professional help and did her best to fight depression, sadly that demon inside of her took the better of her," the statement said.

"On 2 July, she committed suicide at home and was sent to the hospital. Despite the best efforts of the hospital team to rescue and treat her from her coma, she finally passed away on 5 July, 2023," the statement said.

Lee's career spanned around 30 years. Among her most notable performances were voicing of the female warrior Mulan in the Oscar-nominated song "A Love Before Time" from the film "Crouching Tiger, Hidden Dragon."

She was born in Hong Kong in 1975 and was the youngest of three children of a Hong Kong Cantonese mother and Malaysian father.

Lee was hugely popular in China and Taiwan, especially in the late 1990s and early 2000s, and her death prompted an outpouring of grief in both and wall to wall news coverage in Taiwan.

One of the most read hashtags on her death generated 200 million readings on China's Twitter-like Weibo microblogging site.

"Will miss you forever. Miss your beautiful singing, your hearty laugh and your pretty smile," wrote one Chinese fan.

Lee's father passed away before she was born, and by the age of 9 her mother had moved Lee and her sisters to the United States, to San Francisco.

KUALA LUMPUR: Former Secretary of the Finance Division, Ministry of Youth and Sports (KBS) Otman Arsahd was today sentenced to 15 years in prison and fined a total of RM284.2 million after being found guilty by the Sessions Court here on 32 charges of abuse of position and submitting false claims and 64 charges of money laundering, 11 years ago.

Judge Kamarudin Kamsun handed down the sentence against Otman, 64, after finding that the prosecution succeeded in proving the case beyond reasonable doubt at the end of the defense case.

"After the court heard sworn testimony from all the witnesses and examined all the exhibits and arguments presented, the court ruled that the defense failed to raise reasonable doubts against the prosecution's case.

Lawyer Muhammad Haniff Khatri Abdullah said the decision to allow the Chinese and Tamil national-type schools to continue operating using Mandarin and Tamil as the medium of instruction contradicted the policy that was approved by the govt. -UNSPLASH

PUTRAJAYA: The High Court judge erred when he ruled that the use of Mandarin and Tamil as the medium of instruction in vernacular schools was valid and constitutional, the Court of Appeal heard today.

Lawyer Muhammad Haniff Khatri Abdullah told the Court of Appeal's three-member bench that Judge Datuk Mohd Nazlan Mohd Ghazali was also wrong when he decided that Article 152 (1) (a) (b) of the Federal Constitution protected the use of Chinese and Tamil languages in vernacular schools.

He said vernacular schools are considered a public authority and those schools must use Bahasa Melayu as the medium of instruction as provided under Article 152 (1) of the Federal Constitution states Bahasa Melayu as the national language.

Muhammad Haniff said Justice Mohd Nazlan also erred in law and facts when he held that vernacular schools were not public authority.

"The national language is one of the primary and important ways to achieve unity among ethnic groups and the different school systems and the use of different languages as mediums of instruction have long divided the ethnic groups in Malaysia," he submitted before the three-member bench comprising Justices Datuk Supang Lian, Datuk M.Gunalan and Datuk Azizul Azmi Adnan.

Muhammad Haniff, who is representing the Islamic Education Development Council (Mappim) and the Confederation of Malaysian Writers Association (Gapena), also said Justice Mohd Nazlan denied his clients' right to call witnesses to testify when he decided to dispose of the lawsuits by way of points of law without calling witnesses under Order 14A of the Rules of Court 2012.

He also submitted that the decision to allow the Chinese and Tamil national-type schools to continue operating using Mandarin and Tamil as the medium of instruction contradicted the policy that was approved by the government.

Muhammad Haniff was submitting in the appeals brought Mappim, Gapena, Ikatan Muslimin Malaysia (Isma) and Ikatan Guru-Guru Muslim Malaysia (I-Guru).

The four organisations have filed lawsuits seeking a declaration that Sections 2, 17 and 28 of the Education Act permitting the establishment of Chinese and Tamil national school...

Nearly 85% of Indonesian peatlands arent protected, study shows "IndyWatch Feed Pacific"

JAKARTA Most of Indonesias carbon-rich peatlands arent protected, according to a new study that calls for prioritizing much-needed restoration efforts for these areas. The recently published paper shows that less than 16% of Indonesias 6.7 million hectares (16.6 million acres) of peatlands are protected by law. The researchers, from universities in Italy, Malaysia and Australia, also found that the area of peatland in need of restoration interventions amounted to 4.2 million hectares (10.4 million acres), representing 28.7% of the total study area. This is much higher than the Indonesian governments target of restoring 2.6 million hectares (6.4 million acres) of peatland by 2024. Lead author Dilva Terzano, a climate finance specialist at the Rome-based International Fund for Agricultural Development (IFAD), said she was inspired to conduct the research after having worked in Indonesia on peatland sustainable management and restoration for years, through a partnership with the Indonesian Ministry of Environment and Forestry (MOEF). And what was evident was the discrepancy between the conservation areas delineation in the country, and the recent exercise undertaken by MOEF of mapping the peatlands in the whole country, Terzano told Mongabay in an email. A peatland forest in Indonesian Borneo. Image by Rhett A. Butler/Mongabay. The study identified the largest unprotected peatland area in Indonesia as being in the Papua region (2.5 million hectares, or 6.2 million acres), followed by Kalimantan, the Indonesian portion of the island of Borneo, at 2.3 million hectares (5.7 million acres), and Sumatra (1.9 million hectares, or 4.7 millionThis article was originally published on Mongabay

Anticipate the potential for a long dry season due to El Nio, the president, known as Jokowi, told ministers at a cabinet meeting in Jakarta on July 3. Agencies across Indonesia are allocating resources and shifting policy to confront the risks posed by the emergence of the first El Nio since the Southeast Asian countrys 2015 haze crisis. That year, El Nio-driven warming of Pacific Ocean waters caused a cascade of climatic effects, which in Indonesia meant a prolonged main dry season beyond October. The dearth of rain strengthened the annual wildfires, which burned 4.6 million hectares (11.4 million acres) of land across the archipelago. Data from Indonesias Meteorology, Climate and Geophysics Agency (BMKG) showed a total of 186 medium-risk hotspots across the country on July 2. The eastern regions of Papua and Maluku accounted for the largest share, with 62 hotspots, while the agency detected 38 hotspots across Sumatra and Kalimantan, the Indonesian portion of the island of Borneo. By comparison, on July 30, 2015, the last El Nio year, the BMKG recorded 186 hotspots just in Riau, a province in Sumatra home to Indonesias largest expanse of carbon-heavy peatland. After my banking travails, I fear Britain is lost, by Nigel Farage

Our large corporates have turned woke. If you stand up to new-think, you too can have your accounts closed and your life made impossible.

When moving around London this week, its been impossible not to notice a symbol adorning the premises of many of our corporations, including the banks: the multicoloured Pride flag. We are living through the politicisation of our corporate sector. Woe betide you if you do not conform with its worldview.

This was brought home to me when I was recently told by my bank that it is closing all my accounts without explanation. It is impossible to function without a bank account. It should alarm everybody that a bank has the power to punish those it considers to have erred or strayed.

I wasnt too surprised to receive a call a few weeks ago informing me that my business and personal accounts would be closed. In recent years, the same thing has happened to colleagues in Ukip and the Brexit Party, and I am well aware of the procedure. No reasons are ever given. The bank simply informs the customer that their accounts will be shuttered.

I can trace this vile process back to 2014, when it happened to a Ukip by-election candidate. Those targeted have usually chosen to stay quiet as they search desperately for an alternative bank and hope the situation will right itself. Not everybody is prepared to hush it up, though. Christina Jordan, a former nurse originally from Malaysia who came out of retirement in 2019 and was elected as a Brexit Party MEP, has allowed me to share that she suffered this fate too. Soon after her election, the bank she had used for 31 years summarily cancelled her account and those of her husband and daughter. I beli...

No stranger to Malaysians, these five agile heroes once captured the hearts of the public when they were involved in the SAR operation of the landslide tragedy at the Father's Organic Farm campsite, Batang Kali, Selangor, in December last year in which 31 people lost their lives.

A few months after that, Denti and Frenkie, who have been in service for six years, were then flown to Turkiye for 14 days to help with the special SAR operation in the aftermath of the eartquake disaster in the republic in early February that claimed approximately 50,000 lives.

Equipped with comprehensive and continuous training with their respective handlers, Lacey was clearly satisfied with the 'performance' shown by each of the dogs in this mission.

However, Lacey said it was the responsibility of the handlers to be sensitive to the condition of the animals, especially from their health aspects, even though the four K9 dogs had not shown any signs of burn out while involved in the operation to locate the 10 missing victims.

"Throughout the operation we have to always look at their condition. The handlers can't go all out like other teams because when working with these dogs, our work and rest time follow their (dogs) time.

"If any signs of fatigue are seen in these dogs, the handlers must immediately rest them from any work or task," she said.

Meanwhile, Sarkar's handler, Lance Corporall Jonvi Moris said he had to always be sensitive to the health condition of his German Shepherd, which he d...

ALOR SETAR: Kedah police have busted a phone scam syndicate with the arrest of 54 individuals, including a woman, in a raid in the Mergong 2 industrial area, near here, last Monday.

Kedah Police Chief Datuk Fisol Salleh said police from the Commercial Crime Investigation Department (JSJK) of the Kedah Contingent Police Headquarters (IPK) who were also assisted by the District Police Headquarters (IPD) of Kota Setar, Kuala Muda and Langkawi raided the syndicate's operating premises at 6 pm.

"As a result of the raid, 54 individuals, namely a Taiwanese woman, two Bangladeshi men, 19 Taiwanese men, 29 Chinese men and three local men between the ages of 20 and 50 were arrested.

"The premises is believed to have been rented and used as a call centre for fraudulent activities and this syndicate has been operating for four months," he said at a press conference at Kedah IPK here today.

Fisol said this syndicate used a modus operandi by impersonating officers from enforcement agencies before informing the victims' that their bank accounts were being investigated and their money would be frozen or seized.

"The victims were asked to transfer money into accounts given by the syndicate and they targeted people from China and Taiwan.

"Police also confiscated a Proton Exora car, an Isuzu truck, keys, laptops, mobile phones, a router, a printer, script papers and a paper containing Chinese bank account numbers," he said.

He added that the police are also tracing two witnesses, namely the owner of the premises and the owner of a vehicle company, who are believed to be able to assist in the investigation of the case.

"All those arrested were remanded for four days until this Friday and the case is being investigated under Section 420 of the Penal Code, Section 15(1)(c) of the Immigration Act 1959 and Section 55B(1) of the same act.

"The police also want to remind the owners of premises to be wary of those who want to rent their premises. The public is also asked to be more sensitive to every call received and not to believe easily, especially when it comes to financial transactions," he said.

PUTRAJAYA: Datin Seri Rosmah Mansor has filed an appeal at the Federal Court against the decision of the Court of Appeal which dismissed her application to challenge the appointment of Datuk Seri Gopal Sri Ram (now deceased) as the lead prosecutor in her corruption case involving a hybrid solar project worth RM1.25 billion.

The questions included whether Attorney-General Tan Sri Idrus Harun has the right under the law to issue a retrospective letter of appointment, which was dated May 21, 2021, for the appointment of Sri Ram as Senior Deputy Public Prosecutor effective from Nov 15, 2018, being that, in fact and in law, Idrus was only appointed as Attorney-General in 2021.

Last June 22, the Court of Appeal dismissed Rosmah's appeal for leave to initiate a judicial review to challenge Sri Ram's appointment as the lead prosecutor in her case.

Rosmah, 71, filed the application for leave to initiate a judicial review in the High Court on June 24 last year, naming the Attorney-General/Public Prosecutor, the Government of Malaysia and Sri Ram as respondents.

In the judicial review application, Rosmah sought a declaration that Sri Ram's appointment as senior deputy public prosecutor through three letters of appointment (fiat) dated July 8, 2020, May 11 and May 21, 2021, respectively was unlawful.

She also sought a declaration that the entire prosecution proceedings and full trial for her solar case which took place from Nov 15, 2018, until the defence closed the case were invalid and void and that she must be acquitted of all charges under Section 16 (a) (A) of the Malaysian Anti-Corruption Act 2009.

Prior to the judicial review, Rosmah had applied to disqualify Sri Ram but it was dismissed by Justice Mohamed Zaini Mazlan who presided over her solar hybrid corruption trial. Her appeals to the Court of Appeal and Federal Court were also dismissed.

On Sept 1, 2022, Justice Mohamed Zaini found Rosmah guilty of the corruption charges and sentenced her to 10 years in jail and fined RM970 million. She then filed an appeal against her conviction and sentence and the Court of Appeal set four days, from July 11 to 14 to hear her appeal.

Constitution guarantees rights of Malays without jeopardising others: Expert

We do not consider this nation as a Malay country, this is a multiracial country where the majority is Malay, said Professor Dr Nik Ahmad Kamal Nik Mahmood, the head of National Professors Council Governance, Law and Management Cluster. - BERNAMA

KUALA LUMPUR: Former prime minister Tun Dr Mahathir Mohamad's claim that efforts promoting a "Malaysian Malaysia" will destroy "Tanah Melayu" and replace it with a multiracial country is baseless from the aspect of the Federal Constitution, according to a legal expert.

Professor Dr Nik Ahmad Kamal Nik Mahmood, the head of National Professors Council (MPN) Governance, Law and Management Cluster, said Article 153 of the Federal Constitution recognises the special position and rights of Malays and Bumiputeras without denying others their rights, and therefore there can be no oppression of any race in the country.

"We live by the Constitution; all races enjoy equitable rights but the Malays enjoy privileges. We do not consider this nation as a Malay country; this is a multiracial country where the majority is Malay," he told Bernama when contacted today.

The law lecturer at Taylors University said Article 153 of the Federal Constitution entrusts the Yang di-Pertuan Agong with the responsibility to protect the rights and privileges of Malays and Bumiputeras in the Borneo states as well as the legitimate interests of other races as specified in this provision.

"He (Dr Mahathir) was speaking in the political context of attempts to make this country multiethnic and sideline the interests of the Malay race, (but) this is difficult to be implemented because there are constitutional provisions which clearly state that Malay privileges are protected by the Yang di-Pertuan Agong and Conference of Malay Rulers," he added.

In dismissing Dr Mahathir's contention that disunity among the Malays would cause them to lose political power and dominance, Nik Ahmad Kamal said this was unlikely to happen because every government was bound by the Federal Constitution.

"In the Malaysian context, Malays form the majority race, so the issue of Malays being controlled by other races does not arise. Every government that comes to power, regardless of how many Malay component parties it has, is still bound by the constitution," he said.

Nik Ahmad Kamal said it is indisputable that Malays enjoy dominance in the country because they comprise the m...

Najib looms large over Anwars first electoral test "IndyWatch Feed Asia"

Malaysian leader faces Faustian choice ahead of state elections his UMNO coalition partner believes could be won by setting jailed ex-PM free

Malaysian Prime Minister Anwar Ibrahim is intensifying efforts to appeal to Malay Muslim conservatives ahead of key state elections, a lurch to the right that risks alienating his ruling Pakatan Harapans (PH) multiracial and mainly liberal support base within his months-old unity government.

While the ethno-nationalist opposition bloc accuses the governing coalition of going soft on ethnic Malay rights and upholding Islam, progressives increasingly see Anwar as failing to walk the talk on clean governance and reform as his key political ally, graft-accused deputy premier Ahmad Zahid Hamidi, continues to agitate for the pardon of incarcerated ex-premier Najib Razak.

Zahid, president of the United Malays National Organization (UMNO), had been a key target of PHs anti-corruption messaging on the campaign trail ahead of Novembers general election. Though the once-hegemonic party delivered its worst-ever result at the polls, Zahid himself emerged as a kingmaker after agreeing to partner with the partys decades-old foes in an Anwar-led administration.

UMNO is the governing coalitions sole ethnic Malay party, but it remains to be seen whether it can muster the support of the key demographic, who account for around 60% of Malaysias 33 million people, at state polls expected to be held in August. Having purged detractors, UMNOs top leadership appears insistent that pardoning Najib for his corruption conviction is the ticket to electoral success.

Has China Just Checkmated the US by Banning Rare Earth Exports? "IndyWatch Feed Pacific"

By Ekaterina Blinova Sputnik 04.07.2023

Chinas ban is a response to the Wests not-so-well thought out strategy of economically decoupling from the Peoples Republic, Asia-Pacific consultant Thomas W. Pauken told Sputnik.

China has imposed restrictions on exporting two strategic raw materials, gallium and germanium, which are crucial for the worlds electronic chip-making industry. The US mainstream press called Beijings move a second counter-measure in the unfolding Sino-American tech confrontation, which followed the Peoples Republic sanctioning Americas Micron Technology (MU) in May.

Last October, the Biden administration unveiled an unprecedented set of export controls that restricted Chinese companies from purchasing advanced chips made anywhere in the world using US technology, as well as chip-making equipment.

The US media noted at the time that Washingtons move would thwart Chinas technological ambitions, bragging that the global semiconductor industry was almost entirely dependent on the US and its allies. Now American newspapers are admitting China has played a trump card in the chip war.

I find it rather laughable that [the Biden regime] actually thought that theyre going to win this tech war, Thomas W. Pauken II, the author of US vs China: From Trade War to Reciprocal Deal, and a consultant on Asia-Pacific affairs, told Sputnik. You dont have access to the rare earth, you dont have access to the supply chains in order to produce these electronics youre totally destroyed, youre devastated, the US knew about this. They knew how much they were reliant on the rare earths. They knew how much they had to rely on China in order to reshore their factories. And instead of trying to find ways to cooperate, they just decided to go ahead and just do these nasty, terrible attacks against China and then just somehow think theyre going to score a victory here.

Why Didnt Team Biden See This Coming?

The Peoples Republic boasts 63% of the worlds rare earth mining, 85% of processing, and 92% of magnet production. As per the 2022 US Geological Survey, between 2017 and 2020 the United States imported a whopping 78% of its rare earth metals from China, followed by Estonia (6%), Malaysia (5%) and Japan (4%).

Back in 2019, the Asian giant warned the Trump administration about including rare earths in Beijings technology-export restrictions, as Washington stepped up pressure on Chinese telecom firm Huawei. Donald Trump&#821...

Bill Gates-Backed Companies Approved To Sell Lab-Grown Chicken in the US "IndyWatch Feed Politics.us"

The United States has become the second country in the world to approve cell-based chicken for public consumption, joining Singapore, who legalized the experimental food in 2020. The U.S. Department of Agriculture gave the green light for the controversial product, which is backed by Bill Gates, earlier this week.

Billed as a major tool in the fight against climate change, so-called cultivated chicken is grown in a lab. The costly process involves extracting stem cells and giving them a nutrient-dense bath in vitamins, minerals, salt, and even soy inside a steel bioreactor. An average batch takes about two weeks to harvest.

Proponents argue that the controlled, indoor environment ensures sanitation standards are more easily metand that the alleged harmful effects of raising animals on a farm are avoided entirely. Critics question not only its moral aspects but its purported nutritional benefits as well.

Id rather eat my shoe than lab-grown meat, dietitian Diana Rodgers told The New York Post Wednesday. TV personality chef Andrew Gruel called it a junk product filled with additives.
