As a Singaporean, I appreciated your recent post on Singapore and the self-perpetuating nature of its establishment. I wanted to raise three points that may be of interest to you, which seem to also be under-discussed outside of Singapore.

The first is the Singaporean system of scholarships. You write in the post that In Singapore, civil service jobs are extremely important. They are well paid and attract a very high quality of elite, and they are a major means of networking This is partly true, but the salary of civil servants at the entry level and most middle management positions is generally lower (by a small by noticeable amount) than that of comparative private sector employment, for the level of education etc. The real tool by which the government secures manpower for the civil service is a system of government scholarships. Singapore provides scholarships to high-school-equivalent students to fund their university education (either in Singapore or overseas), in exchange for which the student is bonded to work for the government for a period of 4 6 years after graduation. For talented low-income students, this is naturally an appealing option, and is win-win from the governments point of view. What Singapore has successfully done, however, is create a set of social norms in which taking such a scholarship is seen as prestigious, and not something merely done out of need, such that many middle-class or even quite wealthy students take up the scholarship despite not needing it to fund their education. The incentive for them is the fast-tracking of scholars (relative to those employed through normal means) into higher positions within the civil service, a practice which is essentially an open secret. You could also think of this as a modern re-creation of the Chinese imperial exam system, without the bad parts, and I do think the cultural connection is not unimportant.

Singapore is often seen as a model for other developing countries for any number of the policies it adopts. But I think one truly underrated high impact policy is this scholarship system. It largely solves the problem governments in many countries face of keeping talent in the public sector, while redressing some degree of inequality (of course, the scale is limited). To a government, the cost of funding the higher education of a couple hundred students a year (Singapores birth cohort is small, after all) is relatively insignificant, even at the most expensive American colleges. Ive always thought of this policy as one of the single lowest-cost, highest-impact things that other developing countries can borrow from Singapore: a marginal revolution, if you like.

KUCHING: Keadaan cuaca baik di bandar raya ini telah menarik lebih 30,000 pengunjung membanjiri Padang Merdeka bagi memeriahkan Konsert Rakyat sempena Sambutan 60 Tahun Sarawak Merdeka, malam tadi.

Mengetengahkan barisan artis tempatan dan kumpulan popular dari negara jiran, Ungu, kesemua persembahan konsert yang berlangsung selama empat jam bermula 8 malam itu merentasi muzik dari era 90-an sehingga kini.

Penonton yang terdiri daripada golongan muda dan tua, tanpa mengira perbezaan latar belakang turut dihidangkan dengan dua pertunjukan bunga api yang memukau sepanjang konsert itu.



Persembahan di pentas Padang Merdeka itu dimulakan dengan artis Sarawak iaitu Carrie Geres dan Ramles Walter, diikuti band Floor 88, kumpulan Dolla, Joe Flizzow dan Datuk Awie, masing-masing mendendangkan tiga hingga empat lagu dengan penuh bertenaga.

Kumpulan Ungu pula menghadiahkan penonton dengan 12 lagu hits mereka antaranya 'Demi Waktu', 'Tercipta Untukku', 'Kekasih Gelapku', 'I Need You' dan 'Andai Ku Tahu'.

Melihat kepada kehangatan Konsert Rakyat, Timbalan Menteri di Jabatan Premier Sarawak (Hal Ehwal Koporat, Penerangan dan Unit Komunikasi Awam Sarawak) Datuk Abdullah Saidol berkata Sarawak berpotensi untuk menganjurkan lagi konsert sedemikian dan membawa masuk artis luar negara pada masa akan datang.

"Kita menyaksikan pentas dan penonton terbesar, jadi kalau begini sambutannya, mungkin kita boleh buat sekali lagi. Kita jumpa lagi dalam masa terdekat dengan konsert yang mungkin lebih hebat lagi," katanya ketika berucap di penghujung majlis.

JAKARTA: A group of seven Malaysian tourists were reported safe after the ship they were on sank in Barat Manggarai, East Nusa Tenggara on Saturday.

The incident occurred at 11.45 am when Indonesia was in the middle of launching a Phinisi type ship in the waters of Pink Beach, Komodo Island, Labuan Bajo.

The ship in question reportedly sailed from Manta Point to Pink Beach before experiencing engine problems and sinking in a whirlpool while being towed by another ship.



The Malaysian Embassy in Jakarta confirmed that all the victims involved are safe and no casualties have been reported.

"All the victims have been taken to hospital," the embassy said in a statement.

The embassy is also in close contact with the victims and the local authorities and provides appropriate consular assistance via +62813-8081-3036.

KUALA LUMPUR: The 1975 group's entry was not accepted by the Foreign Film Filming and Overseas Artist Performance Committee (JK-PUSPAL) last June, said Minister of Communications and Digital, Fahmi Fadzil.

Menteri Besar Johor, Datuk Onn Hafiz Ghazi berkata, pengumuman itu bagi menjunjung titah Sultan Johor, Sultan Ibrahim Sultan Iskandar, yang memutuskan untuk mengisytiharkan 23 Julai 2023, sebagai Hari Cuti Peristiwa bagi seluruh rakyat negeri berkenaan.

NILAI: The Royal Malaysian Customs Department (JKDM) seized more than 250 kilograms (kg) of drugs of the type 3,4-Methylenedioxymethamphetamine (MDMA) and ketamine with a total value of RM18.2 million at the Kuala Lumpur International Airport (KLIA) Air Cargo Complex, Sepang last Tuesday.

Customs Director Datuk Zazuli Johan said in the incident at about 6pm, the JKDM seized 18 boxes with 12 of them containing transparent plastic packages with crystalline lumps of suspected MDMA weighing 232.05 kg estimated to be worth RM17 million.

"It is the largest find of customs involving MDMA, the amount can produce about 1.5 tons of ecstasy.



"Apart from that, a box was also found containing a plastic package with white crystalline powder suspected to be ketamine weighing 20.55 kg (RM1.2 million) while the other five boxes were car brake discs," he said at a press conference here today.

He said the syndicate involved declared the item as a car accessory when inside there was a box containing dangerous drugs, as a modus operandi aimed at avoiding detection by the authorities.

Zazuli said preliminary investigations found that the merchandise was imported from a country in Europe and then landed at the KLIA Cargo Complex as the final destination and that the drug supply was for the domestic market.

According to him, intelligence results found that the importer used false information in the importation document, making it difficult to arrest the importer of the trade involved.

"However, investigations are still underway to track down the suspect who is believed to be a local citizen and the case is being investigated under Section 39B (1) (a) of the Dangerous Drugs Act 1952," he said.

He called on the public to cooperate by channeling information related to the smuggling activities of drugs and other goods such as cigarettes, liquor and firecrackers by calling the Customs Toll Free Line 1-800-88-8855 or the nearest Customs office with their identities kept confidential.

KUALA LUMPUR: A helicopter reportedly crashed during a flight test in Subang on Saturday morning.

Chief Executive Officer of the Civil Aviation Authority of Malaysia (CAAM), Captain Norazman Mahmud confirmed the incident in a media statement on Saturday:

He explained that seven passengers including the pilot survived and are in a stable condition.



"The Civil Aviation Authority of Malaysia (CAAM) confirmed the accident incident of a Leonardo SpA AW189 helicopter, registration number 9M-BOF in the apron area of UniKL MIAT Hangar near Sultan Abdul Aziz Shah Airport, Subang, Selangor on Saturday, 22 July 2023.

"The helicopter operated by the Malaysian Fire and Rescue Department (JBPM) was undergoing a flight test," he explained.

However, he said, during the test session, the helicopter involved crashed in the hangar area.

"The Subang air traffic control tower received an accident report at 11.52am and the Airport Fire and Rescue Service (AFRS) responded immediately to the incident," he added.

Also informed that further investigation will be carried out by the Air Accident Investigation Bureau (BSKU) of the Ministry of Transport in accordance with the Civil Aviation Regulations 2016.

KUALA LUMPUR : Badan Perhubungan UMNO Selangor tidak meletakkan nama Ahli Majlis Kerja Tertinggi (MKT) UMNO, Tengku Datuk Seri Zafrul Abdul Aziz dalam senarai calon yang diserahkan kepada pucuk pimpinan Barisan Nasional (BN) bagi Pilihan Raya Negeri (PRN), 12 Ogos depan.

Timbalan Pengerusi BN, Datuk Seri Mohamad Hasan berkata, nama-nama calon dikemukakan oleh badan perhubungan negeri masing-masing sebelum disaring oleh pucuk pimpinan parti.

"Jadi terpulang kepada Badan Perhubungan (negeri) masing-masing untuk menamakan (calon), tapi di sini menyaring dan mana yang sesuai.







"Kita (kepimpinan utama BN) bincang semula dengan Badan Perhubungan dan secara persetujuan bersama kita akan memilih calon terbaik wakili parti," katanya kepada media selepas menghadiri majlis pengumuman calon BN PRN di Pusat Dagangan Dunia Kuala Lumpur (WTCKL) di sini pada Jumaat malam.

Mohamad mengulas demikian bagi menjawab soalan mengenai Tengku Zafrul, yang juga Ketua Bahagian UMNO Kota Raja, yang tidak tersenarai sebagai calon BN.

Sementara itu, ditanya sama ada akan ada tambahan calon baharu, Mohamad berkata: Wallahualam Kadang kala watikah tukar, jadi kita tak tahulah.

Terdahulu, Setiausaha Agung UMNO, Datuk Asyraf Wajdi Dusuki ketika mengumumkan senarai nama calon rasmi tidak menyenarai nama Menteri Pelaburan, Perdagangan, dan Industri.

Nama Tengku Zafrul sebelum ini disebut-sebut antara yang akan dipertaruhkan bagi mewakili BN pada PRN di Selangor.

Sebanyak 12 kerusi dipertandingkan oleh BN bagi DUN Selangor.

Menteri Komunikasi dan Digital Fahmi Fadzil dalam perkongsian di Twitter turut memaklumkan akan berhubung dengan pihak berkuasa untuk mendapatkan laporan penuh insiden itu.

Mengulas mengenai sentimen akar umbi dan jentera BN berkenaan keputusan itu, beliau yang juga calon bagi DUN Gombak Setia, berkata beliau akan mengadakan satu pertemuan dengan keseluruhan pimpinan Hulu Bernam untuk menjelaskan perkara berkenaan pada Ahad ini.

"Insya-Allah 23 Julai ini saya akan ke Hulu Bernam untuk bertemu dengan seluruh kepimpinan empat peringkat ahli UMNO dan BN Hulu Bernam untuk mereka memulakan tugas membantu calon PH yang akan diumumkan nanti," katanya.

The Biden administration has suspended federal funding to the Wuhan Institute of Virology (WIV) after the lab failed to provide documents about safety and security measures, according to a U.S. Department of Health and Human Services (HHS) memo (unavailable on the agencys website) obtained by Bloomberg News.

The funding cut follows reports of leaked emails and Slack conversations in which Dr. Anthony Fauci admitted the National Institutes of Health (NIH) funded dangerous gain-of-function research at the WIV, though he had previously denied this in Senate testimony.

The leaked correspondence also revealed that Fauci colluded with the authors of The proximal origin of SARS-CoV-2 (Proximal Origin), a scientific article that concluded SARS-CoV-2 was not a laboratory construct or a purposefully manipulated virus.

An HHS spokesperson told CNN the suspension of funding aims to ensure that WIV does not receive another dollar of federal funding. The move was undertaken due to WIVs failure to provide documentation on WIVs research requested by NIH related to concerns that WIV violated NIHs biosafety protocols.

Cardiologist Dr. Peter McCullough told The Defender, The Biden administration appears to be grandstanding and is not sincere about shutting down dangerous bat coronavirus research.
